Casa De La Raza was, at the time, the first 'air rights' project on the West Coast. The 51 garden-style townhome apartments, with a child care center, was built over a City-owned public parking garage. In exchange for air rights. HDNPC excavated underground and doubled the parking available to the city, thus increasing the City's revenue for paid public parking.
